- Found in collections. War savings certificates were issued by the U.S. Treasury Department during World War I and World War II, with World War I stamps issued between late 1917 and 1920. These stamps were meant to be purchased by average Americans, and offered a 4% return on investment, calculated quarterly and maturing in 1923. Stamps issued between 1917 and 1918 covered 3.5% of the U.S. government's war debt - approximately 930 million dollars.
